Yes. An NP can prescribe Schedule II controlled substances in North Carolina when it is authorized in the collaborative practice agreement and the NP meets controlled-substance requirements. Controlled substances in Schedules II–V may be procured, prescribed, or ordered if the NP has a DEA registration, prescriptions include the DEA number, refills follow controlled-substance rules, and the supervising physician holds the same or greater schedules1.

  • DEA number required and listed on each controlled-substance prescription1.
  • Refills must comply with controlled-substance laws and regulations1.
  • The supervising physician must possess the same or greater controlled-substance schedule(s) as the NP1.

For a targeted controlled substance (drugs listed in G.S. 90-90(1) and 90-91(d)), the NP must personally consult the supervising physician before prescribing if the patient is treated in a pain-management facility and therapy will exceed 30 days; continued therapy requires consultation at least every 90 days2. “Consult” means a meaningful, documented communication between the NP and supervising physician, either in person or electronically3.
